Issue Date: 2020
Abstract: This case is about the readiness of Koperasi Angkatan Tentera Malaysia Bhd (Koperasi Tentera) to become a co-operative bank. On 12 September 2013, Koperasi Tentera has formally put in its application to become a co-operative bank. Subsequent to the first-stage application, Malaysia Co-operative Societies Commission has given its approval on 18 May 2016 for Koperasi Tentera’s upgrading. On 16 July 2018, the chairman, Datuk Zulkiflee Mazlan, claimed that Koperasi Tentera is ready to become a co-operative bank. However, Koperasi Tentera has not been able to secure the green light from the central bank, Bank Negara Malaysia, at the second-stage (final stage) of its application after it has obtained the approval from Malaysia Co-operative Societies Commission. Why there is such a long delay in the licensing process? Does Koperasi Tentera meet bank safety and soundness criteria and is ‘ready’ to become a co-operative bank?
